Il Voucher Cloud & Cybersecurity 2026 =C3=A8 l=E2=80=99incentivo del MIMIT=
 che aiuta PMI e professionisti a rafforzare la sicurezza informatica e ad=
 accelerare la migrazione al cloud con soluzioni affidabili e certificate.=
 La misura=2C finanziata con 150 milioni di euro a valere sul Fondo Svilup=
po e Coesione=2C nasce per trasformare la spesa ICT in un investimento str=
ategico: abbassa il costo d=E2=80=99ingresso al digitale=2C aumenta la res=
ilienza contro attacchi e downtime=2C e migliora la compliance (protezione=
 dati=2C continuit=C3=A0 operativa=2C standard di sicurezza). Una caratter=
istica chiave =C3=A8 il filtro qualitativo: i servizi agevolabili si acqui=
stano solo da fornitori qualificati=2C cos=C3=AC da garantire standard tec=
nici elevati e ridurre il rischio di soluzioni non adeguate.

** Soggetti beneficiari
------------------------------------------------------------
Possono presentare domanda:

* Micro=2C piccole e medie imprese con sede in Italia;
* Lavoratori autonomi/professionisti.

Requisiti di base: connettivit=C3=A0 =E2=89=A5 30 Mbps in download e adozi=
one di soluzioni nuove e aggiuntive o che comportino un chiaro miglioramen=
to rispetto a quelle in uso (l=E2=80=99obiettivo =C3=A8 finanziare l=E2=80=
=99upgrade tecnologico=2C non l=E2=80=99OPEX ordinaria). =C3=88 inoltre pr=
evista una riserva significativa di risorse (circa 71 milioni di euro) per=
 il Mezzogiorno (Abruzzo=2C Basilicata=2C Calabria=2C Campania=2C Molise=
=2C Puglia=2C Sardegna=2C Sicilia)=2C in linea con la ripartizione FSC.

** Tipologie di spese ammissibili
------------------------------------------------------------
Il perimetro degli acquisti agevolabili =C3=A8 vasto ma circoscritto a spe=
cifiche categorie merceologiche:

* Hardware: Firewall=2C firewall di nuova generazione (NGFW)=2C router=2C=
 switch e dispositivi di prevenzione intrusioni (IPS);
* Cybersecurity: antivirus e antimalware; software di monitoraggio delle r=
eti; soluzioni di crittografia dei dati; sistemi di gestione delle informa=
zioni e degli eventi di sicurezza (SIEM); software di gestione delle vulne=
rabilit=C3=A0;
* servizi cloud infrastrutturali (IaaS) e di piattaforma (PaaS)=2C quali:=
 virtual machine; servizi di storage & backup; network & security (inclusi=
 connettivit=C3=A0 VPN e servizi DDoS)=2C database;
* servizi Cloud SaaS=2C quali: software di contabilit=C3=A0; soluzioni per=
 la gestione delle risorse umane (HRM); sistemi di gestione produttivit=C3=
=A0/Workflow (ERP)=2C incluse soluzioni di produttivit=C3=A0 aziendale int=
egrate con funzionalit=C3=A0 di intelligenza artificiale; software per la=
 gestione di contenuti digitali (CMS) ed e-commerce; strumenti per gestire=
 le interazioni con i clienti (CRM) che includono=2C tra gli altri=2C i se=
rvizi di collaborazione e centralino virtuale (UCC e PABX);
* servizi di configurazione=2C monitoraggio e supporto continuativo dei se=
rvizi=2C ivi inclusi i servizi professionali=2C fatta eccezione per i serv=
izi di formazione. I servizi di cui al presente punto sono ammissibili nel=
la misura massima del 30% del complessivo piano di spesa.

I contratti di abbonamento devono avere una durata minima di 24 mesi per e=
ssere eleggibili=2C scoraggiando l=E2=80=99adozione di soluzioni temporane=
e o di respiro corto.

** Entit=C3=A0 e forma dell'agevolazione
------------------------------------------------------------
Il contributo =C3=A8 a fondo perduto pari al 50% delle spese ammissibili=
=2C con massimale 20.000 =E2=82=AC per beneficiario e spesa minima 4.000=
 =E2=82=AC. Il regime =C3=A8 de minimis. Alcuni esempi:

* 10.000 =E2=82=AC di progetto =E2=86=92 5.000 =E2=82=AC di contributo;
* 40.000 =E2=82=AC di progetto =E2=86=92 20.000 =E2=82=AC (massimale).

Il vantaggio per l=E2=80=99impresa =C3=A8 duplice: riduce la cassa necessa=
ria per avviare o aggiornare i sistemi (cloud=2C sicurezza=2C backup=2C ER=
P/CRM) e aumenta il livello di protezione contro minacce e interruzioni (m=
igliori SLA=2C tempi di ripristino pi=C3=B9 brevi=2C governance dei dati).

** Data presentazione delle domande
------------------------------------------------------------
La misura procede in due fasi:
* Qualifica dei fornitori (elenco ufficiale): candidature 4 marzo 2026 ore=
 12:00 =E2=86=92 23 aprile 2026 ore 12:00; verifica a cura di Infratel Ita=
lia e pubblicazione dell=E2=80=99elenco entro 60 giorni dalla chiusura.
* Apertura dello sportello per PMI e professionisti (tempistiche operative=
 in aggiornamento) successiva alla pubblicazione dell=E2=80=99elenco.

Suggerimento operativo: preparare ora la lista servizi/soluzioni=2C verifi=
care requisiti di connettivit=C3=A0=2C raccogliere preventivi da provider=
 qualificati (QC1 o equivalenze ISO 9001/27001/27017 o CSA STAR)=2C impost=
are SLA e policy di sicurezza. Arrivare pronti consente di presentare subi=
to la domanda allo sportello.

** In sintesi:

* L=E2=80=99agevolazione consiste in un contributo a fondo perduto.
* Il sostegno =C3=A8 concesso nel regime =E2=80=9Cde minimis=E2=80=9D (Reg=
=2E UE 2023/2831) ed =C3=A8 cumulabile con altri aiuti di Stato=2C inclusi u=

* Il contributo copre il 50% delle spese ammissibili per servizi di cloud=
 computing e cybersecurity.

 il piano di spesa deve essere almeno 4.000 =E2=82=AC per risultare ammiss=
ibile.
* Sono finanziabili solo soluzioni nuove o migliorative rispetto a quelle=
 gi=C3=A0 in uso=2C cio=C3=A8 un upgrade tecnologico e non semplice spesa=
 operativa ricorrente.
* Le domande sono valutate con procedura a sportello (in ordine di arrivo)=
=2C fino esaurimento risorse.
* I servizi devono provenire da fornitori abilitati e qualificati per il c=
loud di livello QC1 presso ACN (o secondo i requisiti tecnici equiparati i=
ndicati dalla misura).
